If you're capable, I strongly recommend you build the PC yourself. You'll be able to specify the exact components you want and get better quality ones as a result. Typically, OEM components, especially PSUs, are bottom-of-the-barrel.

This is the kind of build you can expect for your budget:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor ($198.99 @ SuperBiiz)
Motherboard: ASRock H170 Pro4 ATX LGA1151 Motherboard ($89.99 @ Newegg)
Memory: G.Skill Ripjaws 4 series 16GB (2 x 8GB) DDR4-2133 Memory ($59.99 @ Newegg)
Storage: Kingston SSDNow V300 Series 240GB 2.5" Solid State Drive ($63.00 @ Newegg)...

I've had good luck with Cyberpower (https://www.cyberpowerpc.com/). The last gaming rig that I bought from them was in 2012; and interestingly, their price at that time was actually better than the price of buying the components and building it myself. I could have built it myself and I would have built it myself, but being more interested in playing games instead of building a gaming rig, I just had them do it, especially since they could do it for cheaper than I could build it!

Good luck.

I've had two builds from cyberpower over the years, both still working fine. Each one did have one minor thing wrong that was easily corrected. You'll pay a good $200 more than doing it yourself, which stinks on a budget.

I'll always build my own from now on. Just too easy.
