PSU - The EVGA B1 lineup isn't that great either. Maybe the B2 lineup, but this is not an area where you want to go cheap. Find another $10 and go with the Seasonic below...
GPU - Zotac is not a brand I would purchase and typically lean toward EVGA, MSI, Gigabyte or ASUS for a GPU. The EVGA below has the same length as the Zotac (174mm).

PCPartPicker part list / Price breakdown by merchant

Video Card: EVGA GeForce GTX 1060 6GB GAMING Video Card ($249.99 @ SuperBiiz)
Power Supply: SeaSonic S12II 430W 80+ Bronze Certified ATX Power Supply ($53.99 @ SuperBiiz)
Total: $303.98
The XPS lineup is more receptive to what you are after, but the Optiplex will hold you back.

PSU - You aren't going to have much luck there without some effort. Dell is using a proprietary PSU setup (8 pin motherboard power instead of standard 24 pin) and it varies with the model size. Fortunately it looks like you have the mini tower which uses a standard size PSU. You can use an adapter and hopefully still do your upgrade. Stick with XFX, Seasonic, the EVGA G2 lineup or filter through the Tier 1 or Tier 2 list. That EVGA W1 model is not a good unit.

MEM - The memory should work, but if you are pairing it with the original memory be aware that Dell typically uses high latency modules. Probably something like DDR3-1600 CL11... Those DDR3-1600 CL9 modules will work, but will scale back to match the CL11 modules already in there. If you can install Prime95, the memory tab will tell you the specs if you want to try to match them.

GPU - Your best option for an upgrade without replacing the PSU would probably be with the GTX 950 75w. It does not require auxiliary power.

Ok I looked into amazon for a tier 3 PSU and i found this :
It's a 450w PSU and that's what i can afford , if it's not efficient but will work that's ok .

and the graphics card that i'm going to buy is this one :
I switched to the mini one couse it will fit into the case .

and for the PSU replacement I already bought the adapter for the motherboard so I think I'm ready .

and thank you for replying .

Hey dude. Did you ever install the GTX 1060 in your Dell Optiplex? If so, did it run just fine? I'm asking coz I'm doing the same.

Hey dude.

Did you ever use the GTX 1060 in Dell Optiplex 9020? If so, did you have any problems like a low clock speed? And did you ever change your PSU so that you can fully use the GPU to its maximum perfomance?

Thanks in advance.
