Questions about my CPU

Hello everyone. So I've tried doing my research on this but I just don't seem to find my answer and lately I've been pressed by time. So I have a few questions regarding my CPU, the AMD Athlon X4 860K. Sorry if there's already a thread about this, but I don't have enough time to look for it.

1) I have Turbo on on my bios to boost my CPU a bit but not sure how well that works. Whenever Im playing a game and I have other applications open at the same time, my game lags. It's not severe, but it does mess up my game play a bit because it's an MMO. Also, my graphics card is a Radeon R9 270x. I thought quad-core CPUs are supposed to support multiple programs open at the same time? I'd like to have TeamSpeak open and my music player while playing a video game without any lag. So the question is if it's because my processor is too weak to do all this or is it something wrong with my computer?

2) I have heard of overclocking. I've considered overclocking to see if maybe that would solve the issue. I have an aftermarket cooler (Hyper TX3) and by far it seems pretty good. I already know about the EVO so don't tell me to get one I've heard it before. Would overclocking solve this issue?

3) Am I bottlenecking my graphics card? I get an average of ~40 fps in crowded areas in the game and ~58 fps in less crowded areas. Is this normal with my graphics card or is my CPU bottlenecking it?

Sorry if this is all pretty lengthy. If some additional information is required do let me know. By the way the game is FFXIV.

FFXIV is a game that does require a beefy system. Your CPU is a lot older than you want it to be imo. Honestly your most likely running into a lot of issues because of the CPU and maybe your RAM. The video card isn't the greatest either. Honestly overclocking might help very little imo. Best bet is to upgrade to something newer. With that I don't mean spend like 1k+ on entirely new system but really upgrade your CPU and motherboard and possibly your RAM. What your asking in your post to run is going to put a hard task on your current rig. With that just because it's a quad core doesn't mean it can run applications with ease. Your CPU is very old and the architecture is limiting.

Okay, that's what I was thinking. Thanks for the reply. My RAM is 8GB. I did consider upgrading but I'm not sure what to upgrade to. I thought about the FX series but my motherboard doesn't support those CPUs so I would have to buy a new motherboard as well. Just in case, my motherboard is the GA-F2A88X-D3H ATX FM2+. But thank you for the reply and I guess I'll go cpu and mb hunting.
