CPU almost 100% while GPU just 40% while gaming

I just bought a new PC and my i5-6600K is almost 100% when I play Overwatch while my GPU (EVGA GTX 1070 FTW) usage is just about 40%.


So my PC is a bottleneck now or what?

Is this a bad thing? Should I try to overclock my CPU?

Edit: I think i should add that my FPS is still high enough for my 144hz monitor, so the FPS is not a problem. I just want to know if this is somehow a bad thing.

There will always be a bottleneck in any system, but your system is powerful enough that your bottleneck is happening way above the minimum performance you desire. I don't think you want to upgrade anything, as you're getting the performance you desire. The card doesn't need to use more than 40% to achieve that performance. So no, it's not a bad thing.
If you are using 1080p monitor, yes you have a bottleneck.
Some games on 1080p with i5 will not utilize over 60-70% of the GTX 1070.
What you can do, is to overclock a bit your i5.
P.S.
1. GTX 1070 is overkill for 1080p -> start thinking about 1440p or 21:9 monitor ;)
2. If you get the FPS and quality you want, why would you care about bottlenecks ?
