Missing msvcrt.dll from computer

Turning my pc on today has resulted in it running chkdsk for 'compatibility' reasons apparently. Afterwards, nothing will run at all - no Internet browser (FF/IE), no programs, nothing. All I get is that the msvcrt.dll is missing from my computer. I've found some sites online that point to where to download this missing item from, but I can't get to it as I can't access a browser!
I've tried a system restore, but that failed. I've tried a start up from the original disk (stored on a USB stick), and ran the repair tool but it says no errors are found. I've also tried downloading the msvcrt.dll file to.my phone and transferring it, but I can't access my phones internal storage.
Can someone please help?!
I'm running MS 7 pro, 64bit.

Windows itself loads up just fine, I just can't load any program due to this missing msvcrt.dll - I get an error box saying this program can't run because msvcrt.dll is not installed on your computer.

Can't seem to get into safe mode at all.

Wondering if reinstalling windows would just be best. I have my C: drive specifically for Windows, and other drives set up for games/documents/programs etc. So I should just be able to reinstall it and save everything on the other drives, right?
