Windows 7 wont load/boot up to desktop or Repair mode with disc

FML. Okay so I made my own build, after almost a year I've been starting to have this issue I tried searching solutions to it and did most of them but yet it seems it wont work. So the issue that I'm having is that every time I boot up Windows 7 it freezes. It gets stuck at the windows 7 loading screen animation sometimes its on the "welcome" or "please wait". I've gone my own way to get an SSD and a new HDD I've installed windows 7 on my SSD and it still is having the same issue. I've tried resting and updating my bios. I've tried uninstalling my GPU's drivers and my anti virus software witch was the problem at first. but after reinstalling windows 7 and all drivers except my GPU (While not connected to my Motherboard) it still wont work. the only thing I can think of is either my cpu, PSU or just get a new motherboard.


Oh yea and all this start happening after playing Rust...
I am able to go in to safe mode.

Asus Monitor @70ghz
CPU: i7 4790k
GPU: GTX970 (Gigabyte Windforce)
Motherboard: GA-Z97X-Gaming 7
CPU Cooler: H100i
PSU: Cooler Master V970
SSD: Hyper X Furu (250GB)
HHD: Samsung 2TB

Edit: I had just bought a 980Ti and placed it in my motherboard to see if my GPU was the issue, witch in this case was not the problem.
My computer keeps freezing every time I boot up with my GPU connected to my Motherboard and PSU. I had removed my GPU after it happen and it would successfully boot up Windows 7. But every time I would try to boot up with my GPU connected it, it would just freeze on the loading screen or "Welcome" screen.
If anyone knows the issue please let me know. The only thing I can think of that is causing this issue if my Motherboard or my Power Supply (PSU)
