Display/USB not working, even after replacing motherboard.

Randomly, my computer's display and USB stopped working one day. Windows 7, i5 2500k, 8GB RAM. The fans and lights would still work on the mobo. I removed all the inessential peripherals, checked all connections, reseated my RAM and GPU, and finally reset my CMOS battery. When I did that, the BIOS screen would come up, but only for a moment. My fans and lights would cut off, then start again, resetting my computer in a loop before I could ever progress to any boot menu or POST.

I thought this was a bad motherboard, so I bought another one and installed it, but now the display and USB still won't work at all. I use a television for a monitor, and I know there's nothing wrong with it. I tried the HDMI both in my GPU as well as the mobo slot. No difference. The fans and lights come on and stay on this time, and I've tried removing all the drives and RAM, just to see if I could get any display, but nothing. I'm wondering if my CPU or RAM might be bad. I've tried swapping the RAM around in different configurations, and one stick at a time etc, but it makes no difference. I just want some opinions before I spend more money on parts that may not do anything.
