DIMM Slots Dead

First of all, here's what I'm working with:

GA-970A-DSP3 Motherboard
FX-8350 CPU
Corsair Vengeance 16gb(2x8gb) - 1600mhz

So I have been trying to figure out why my RAM always said "16gb installed (8gb usable)" And I finally figured out after testing each DIMM slot on my mother board that the two slots closest to my CPU are dead, meaning when I put a single stick of RAM in either of those slots it gets stuck in a reboot cycle.

So I have to put my ram in single channel (different colored DIMM slots - 2 furthest away from the CPU) to be able to recognize all 16gb.

I did bend a pin on my CPU a long time ago but I was able to bend it back and seat it just fine in the socket.

Would this more likely be my motherboard or my CPU?
