Need help with Ipad

I just updated my Ipad 4 to the latest ios update and then the touch part of the screen stopped working. I can see the screen like it is normally working and the exterior buttons work but the solution of the customer service was rubbish and didn't work and when I asked the guy at apple he said that it isn't the update and that he couldn't reverse it (saying that HE couldn't reverse it) but I cannot figure out how to go to the past ios and the guy at apple was typical apple (300$ and we can fix it and give it a 90 day warranty but for 400 you can buy this Ipad air with a year warranty!) I am not paying 300$ to fix it and if it is hardware it is very coincidental that it happened on an update. I didn't drop it during the update so I don't think anything can be unplugged inside the Ipad and I don't want to damage the Ipad anymore than it already is. Please help anything is appreciated.
 
Solution
I doubt the update caused the touchscreen to fail. Unless you have a backup in iTunes you can restore, not much you can do unless you bring it to a computer shop and see what they can try.
