Lower than claimed clock speed on GTX 1080 MSI Gaming x 8g

Hey guys so I just downloaded the msi afterburner and dragon eye gaming app to check my new gtx 1080 graphics card temps and i noticed that while gaming it only went up to 1683 mhz and that is even lower than the base clock of the actual card. I tried switching the settings in the dragoneye app to gaming clock but it did nothing. Does anybody know how i can get it to run its claimed regular clock speed?

The card has 3 predetermined settings which you can use... the card arrives in Gaming mode which is 1683 Mhz.

1607 MHz (Silent Mode)
1683 MHz (Gaming Mode)
1708 MHz (OC Mode)

You said you set it to the Gaming setting and it is delivering exactly what it is supposed to.

I think you are confusing core clock with boost clock. Run GPU_z to see what boost clocks you are getting
