The R5 230 could easily run with a non-overclocked CPU in something like a 200W unit. The RX 480 can also run easily on a good 350W unit or a 450W unit.

Yeah I know but saying the R5 230 needs a 300W PSU or an RX 480 needs a 500W power supply is incorrect.
A full system with a modern Intel CPU and the R5 230 should not surpass 100W, I can't imagine a condition in which it would go past that. With an RX 480, it's looking more like a 250W rig under full stress, more like 210W when gaming. None of that will push a PSU too hard, nor is pushing it much of a problem. PSUs are made to handle what they're made to handle.
