POST ERROR '00' - Both Mandatory? ASUS X99A-II EATX12V 8-pin/4-pin

I have an issue where my rig will not post: the code I'm getting is '00' and the red CPU led has turned on. I have tried everything from replacing the motherboard to replacing the PSU, but have not yet tried replacing the CPU. Nothing has worked so far.

Here is when I noticed in the motherboard manual (Chapter 1 - pg. 26):

"(!) DO NOT forget to connect BOTH of 4-pin and 8-pin EATX12V power plug"

I had previously only plugged in the 8-pin CPU power because I read somewhere the 4-pin is optional for overclocking, but the manual for this motherboard seems to require it.

Might this be the reason for my motherboard showing the '00' code and not being able to post?

The PSU I'm using is the EVGA G2 650W, and does not come with an extra cpu power connector, so I can't troubleshoot this issue.

Here is a timeline:

At first, built the rig, successfully posted to BIOS twice, but BIOS would not recognize the HDD at this point. Shut off the power.

Noticed the SATA power cable was loose on the HDD side and so I pushed it in all the way with considerable effort, thinking that was the solution. (Noticed later that it was really hard to unplug it. It got lodged in there good.)

Powered up again, this time- no beep, get a red LED and Q-code '00' (read in manual, means "No Use").

(Did connecting a power cable to the HDD cause a short somehow?)

When I turn the power on, all the fans and onboard RGB lighting still run (heat sink fans, GPU fans, case fans) but it just won't post.

Thought it might be a motherboard problem so exchanged for another x99A-II mobo. Tried to boot with just the new motherboard, CPU, 1 stick of ram, outside the case. Still seeing '00'. All fans and lighting still run fine.

There may or may not have been slight thermal paste leakage by mistake. No visible thermal paste on any of the socket pins, but a bit did get on the pcb of the cpu. Cleaned everything off carefully. The Cryorig R1 is damn heavy. Thinking maybe it fried it?

Could this be a PSU problem? I read somewhere that the PSU might still be the culprit despite fans and lights running properly.
