XFX RX 480 (8GB, 1288MHz core clock) stuck at max memory clock and low core clock speeds

So I was in WattMan today just looking into it's features, and decided to adjust some fan and temp parameters. After I did that, when I tried playing World of Warships, I get really bad framerate spikes. I have tried resetting WattMan settings to default, and have also tried reinstalling drivers from disc. One odd thing to note, before I reinstalled but after I tried resetting WattMan settings, the core clock was maxing at 1290MHz. After resetting, and a couple reboots, the problem seemed to be fixed, but now the above issue is occurring.

EDIT: Also running two monitors.

PC Specs:
Intel i7 6700K 4.0GHz quad-core processor
XFX AMD RX 480 B Graphics Card (factory overclocked to 1288MHz)
2x8 PNY Anarchy 2133MHz DDR4 RAM
MSI B150 M3 Gaming ATX LGA1151 Motherboard
Antec EarthWatts Green 750W 80+ Bronze Certified ATX Power Supply

So I tried switching out that GPU for the one I had in before this one, had same result in the same game. My suspicion is that either the PCIe slot on the motherboard got damaged due to pulling more power that it is rated, or it's the PSU. The PSU is 4+ years old, so my guess is that the GPU did get temporarily overclocked, and damaged the PSU to some extent, but it is not completely fried. Going to get a new PSU (probably past due anyways), hopefully that solves the issue.

from what i understand about PSUs (which admittedly is not a lot) a bad psu shouldnt cause those symptoms. I also highly doubt you hurt the mobo. did you update the driver after you reinstalled? if not, make sure to try that.

So I later ran a benchmark test off of a site, as well as one off of Ashes of the Singularity, and both seemed to come back fine. I also looked up the issue as one specifically relating to World of Warships, and it appeared to be a rare but known issue with the game. Going to try reinstalling the game and see if that fixes it.

That being said, I may just wipe my system and reinstall my OS and everything else. I have more than a few programs that either dont work anymore, are unused, are throwing errors, or are just buried in my drives somewhere out of sight. I am currently updating to latest driver, but since RX 480 only came out in late June of this year, the drivers off of the disk should be nearly current, and Radeon Settings software does a pretty good job of ensuring the drivers are up to date as well.

Hello, I am having the same issue, also have the same exact card: XFX 1288MHz RX480. I personally didn't start having issues until I got my Vive which got me to do some troubleshooting. I've tested both the 16.8.1 and 16.8.2 drivers and both regardless of whether or not I am using SteamVR or simply running a second monitor, I am getting stuck on the state 7 boost clock. I've even changed the clock speed mid glitch and it will stay the same. I am going to downgrade to the 16.7.3 drivers and see what happens sometime tomorrow as that driver was considered stable where 16.8.1-2 were considered optional bug fixes. What drivers have you tested specifically, OP?

So my issue ended up being something else, and I'm not entirely sure it's fixed. However, the memory clock is supposed to max to 2000MHz if you have dual monitors, possibly the same for running VR. I have tried uninstalling/reinstalling the drivers, which didnt really fix it for me, and tried a previous graphics card, also no solution. It may be a power supply issue, but I am not certain. May end up installing a new PSU anyways as current one is 4+ years old and I plan on eventually running XFire RX 480's down the road.

Interesting, I guess go for swapping the psu and see what happens, since it's something you were considering anyway.

I attempted downgrading, lost all usb support within windows and had to revert changes. I am back up and running now and of course... State 7.

Where are you finding information about where you memory clock should be with dual monitors?
