What graphics card should I get the RX480 or the GTX 1060 I'm personally leaning torwards the 1060. my PSU is a Corsair CX600 will this suffice for a card of this caliber?

The CX600 will be fine, but it is not reliable.

I would pick GTX 1060, as it is more powerful. Keep in mind 1060 does not support SLI.
