CPU not clocking up or being utilized, help temp is not the problem

Hello guys, and beforehand thanks for the help

I've been having problems with my PC lately, and I can't figure out what's really going on with it. It runs with no crashes, and the temperatures on all my components seems fine. So the problem is, that my CPU is "not willing to work" and that means, that when i watch stream on twitch, or play games for that sake, the CPU clocks up, but it's not being utilized (Staying at 0-30% usage) I've tried to reboot the whole computer a couple of times, and that does not seem to make the problem go away, and last night i rebootet the whole system again (startet it all over) and i worked for like 1 hour, and then it startet again... So basically the question is, how can i make my CPU willing to "work" again. It should be said, that I've run intel burntest on my CPU and when that runs, the CPU is working fine, it clocks up and runs at 100% usage, and the temps are holding steady.

Motherboard, Asus V Formula
CPU, i7 2600k @4.2 GHz (Used the CPU level up on the motherboard)
GPU, Radeon 6970
Cooling to CPU corsair h60
SSD, OCZ agility 3 (120 GB)
HDD, Samsung spinpoint (1 tb)
PSU, coolermsater GX 750
Case, Coolermaster haf 922

That CPU does not need to run at 100% usage to watch a stream. My 6700K's threads go from (most of the threads) 3-5% to (one or two threads) 15-18%, so that 30% is normal. Most of the cores should run at the highest frequency though, but you haven't stated if that's the case.

Even the Witcher 3 uses only up to 30% when in-game (not menus), completely normal.

There's nothing wrong with your CPU.

what you should do is.
Set factory defaults on your mobo (if this does not work go to next step.)
Re-install windows and do not install any programs you would normally.
if this fixes the problem start installing programs one by one untill you find which one is causing this.
i do have a feeling it is your mobo doing this as sometimes asus mobos with there built in auto overclock dont always work.

Thanks for the answers, but the problem is, that i've tried both suggestions that have been given, and it's not working... And to answaer Stysner it's because i get lagged out, because the CPU wont clock up, and there by not being utilized. So that means my computer lags when ever i do something on it. Can't even type in chrome without the text coming some time after i hit the buttons. So unfortunately I'm beggining to think that it might be a hardware problem.. But again thanks for the response.
