Windows Won't Boot After Installing New RAM

I've been trying to upgrade my Windows PC from 4 gb of RAM to 8 gb.

My motherboard is an Intel DH55PJ
The RAM I'm attempting to upgrade to is:
Crucial Ballistix Sport 8gb Kit DDR3-1866 UDIMM

According to Crucial's Scan utility, this should be compatible with my board, although I notice that Intel says the 1866 speed is not supported.

When I install the RAM, the computer gets to the Windows start-up screen, cuts out completely, and then restarts. It will do this continually (at least half an hour) until I power it down. If I replace the original RAM (2x Micron Technology 2048 MB (DDR3-1337) - P/N: 8JTF25664AZ-1G4D1), it boots as normal.

Solutions I've tried so far:
Both Windows 7 and Windows 10
Going into the BIOS and setting the memory settings to the 10-10-10-30 that's recommended. (I don't know what to set the Memory Multiplier to so I leave it blank.)

Can anyone offer me any help?

Most bios have an advanced mode which opens up more settings an hidden options. Enable it an see what you can find

Make sure to set the speed of the ramin the bios aswell, not just the latency. Your motherboard supports a max ram speed of 1333, so set it to that. The ram will down clock to that speed.

I'm not sure how to do that. My BIOS gives me an option to set a Memory Multiplier, but if there's a non-grayed-out spot to adjust the actual speed of the RAM in the BIOS, I'm not seeing it. (For the record, my BIOS is Intel's TCIBX10H.86A)
