Which CPU Is Better ? ...If possible suggest me Motherboard which can OC the better CPU

The 6600k is better because of the newer architecture but not by much at all. Plus both are overclockable but the skylake one is better for that because of the reduced power consumption compared to the 4690k. If you have the money go for the skylake one.

I second ShadowPrimeOne's comment. You should see 5-10%ish increase. Barely noticeable, but of course the 4690k as the one I currently use heat's up like a teenage boy seeing tits for the first time when under load. As the 6600k, I've seen so far is a bit better due to the lower power draw.
