So I'm upgrading my graphics card from GTX 650Ti to a RX 470. And I need a new power supply. I know there is plenty of them, but my country doesnt have EVGA, XFX brand Power supplies.

The power supply should be around 40-60$ or Euros.

PC Specs:
AMD Athlon x4 860k @ 3.7GHZ
8gb Crucial Ballistic X
Old: Palit Geforce GTX 650 Ti 1gb New: Sapphire Radeon RX 470 4gb
2TB Seagate Barracuda

Thanks for Advice!

Then it sounds like the S12-II would be good for you if that is one you can afford. It offers plenty of power and it is Tier 2 of Tom's Hardware PSU Tier List 2.0. That is a very good tier.

What PSU do you already have? What country do you live in?

Often the best value PSU's are the likes of Antec VP550F, Seasonic ECO 500W, Seasonic S12II 520W but it really depends on what's available where you live.

I live in Eastern European country Lithuania. And i will be buying power supply from my local shop. In my country we do not have Antec power supplies. Seasonic ECO 500W there's none of it and Seasonic S12II 520W looking like the best bang for buck

this is probably the best value. The capacitors and fan are slightly lower quality so it probably won't last for 10 years like the S12ii but it's a newer, modern design and is semi-modular which is nice https://www.varle.lt/maitinimo-blokai/corsair-cx450m-semi-modular-atx-power-supply-100-240v--1788395.html

Then there's the good old S12ii https://www.varle.lt/maitinimo-blokai/psu-seasonic-s12ii-520-520w-80-plus-bronze-retail--2101386.html which is not the newest design but solid as a rock. It will be noisier than the above one.

Which country ? so we can find one online for you ?

for 50 euros with 20% taxes, your options are really few ... good power supplies start from 70 euros including tax in EU

try find this (50 Euros in Germany) :

THIS one is best : Seasonic S12II-520Bronze 520W

if not found then

Cooler master G550M

Fractal Design Integra M 450

EVGA 500B

I cant find anything else for 50 Euros

Thanks. Semi modular will help me to make my pc look cleaner but its lower quality one. I am going for the S12ii because I want to leave a little room for overclocking and more accessories.

Hardly in budget though is it?

The CX450M would have been plenty of power anyway. The OP just chose (wisely IMO) to avoid the CapXon GF's and Suc'son capacitors and sleeve (possibly rifle) bearing fan

Arent DC to DC converters for converting from 12V to 5V , 3.3V ? meaning the whole Wattage is on 12V and from 12V you get 5 and 3.3 V ? how is this related stability ?

I know it's a different platform. Still has the CapXon GF's and Suc'son's and sleeve (possibly rifle) fan. It's based on the old RM's.

It's a good budget choice and of course well suited to new platforms with the modern design but there's still a lot of reasons to choose better capacitors and ball bearing fans instead

And they lack over temperature protection as well...
