Computer making noise when powered down, and uncertainty over voltage. Please help if you can

So I just had my power supply (xfx 650w XTR) installed and a asus z97 pro gamer mobo. I had an issue when attempting to over clock. I only started small with my new card which is a GeForce 1070 from gigabyte. However when I left MSI afterburner I got a very light blue screen, and the computer wouldn't do anything so I turned it off by the psu switch. The computer then booted saying their was a power surge and the motherboard detected it. And I thought nothing of it, just deleted any over clocking and started gaming.

I then noticed an issue when I came back from work, I entered the bios, and when I went to leave the computer just reset for no reason, a bit odd. Now when I turn the PC off two things happen. Firstly the motherboard still has a sixes red light on, I dunno if it's meant to be when it's off.

Secondly I hear a very high pitch sound coming from the back of the computer, like that sound people used to play to drive everyone insane, I thought it may of been the psu so when I unplugged the cable the led light stopped , however the sound rose in pitch massively, then lowered, followed by a raise then went off.

I am now also worried about my voltage of my components however don't know if they are working suitably or not.

Can anyone describe this sound and issue please, I don't want this to kill my parts.

Gigabyte GeForce 1070
Xfx 650w XTR
Intel i5 4690k
Western digital had
Kingtson 120gb ssd
 
Solution
Make sure from where the sound is coming from. If it is coming from the power supply, apply for RMA.

And have you gone back to stock voltages? Double check to make sure.
