Laptop won't install win7 pro gets to starting windows screen

I've had trouble with a laptop it boots to windows 7 from a disk but not USB and the disk gets to starting windows and freezes. Haven't tried it in legacy mode but want to keep it UEFI mode anyway. I'm completely stuck so any ideas are great.

I've tried two external disk drives

2 windows disks but both burned from same iso

And tried on battery power and on mains power

When there's a Windows installation already present on the hard drive, your laptop won't boot from USB unless you bring up the "one time" boot device menu at boot time and choose "USB".

Either that or go into BIOS setup and set "USB" as the first boot device, but the method above is preferable as it's just a "one time" boot option so it doesn't alter existing boot sequence in the BIOS. It also avoids having to mess with BIOS settings and maybe screwing it up.

The "one time" boot device menu is usually F11 or F12 depending on the laptop brand.

But before rushing in to a re-install, see if Windows will start in safe mode first. If it does, then it may be a bad third-party driver or application that just needs uninstalling, especially...
