Do CPU's require the small lever bellow the heatsink?

I recently bought a new graphics card and new power supply. I fitted the power supply in and my computer turned on fine. I then put in my GPU but it wouldn't be detected.

After various forum posts I decided to buy a new motherboard as the one I had before had a PCIE 2.0 slot whereas my GPU required a 3.0 slot.

After setting up the motherboard and putting everything where it should be (I think) I turned on my computer and the LEDs on my case fan and front panel where blinking. I had my VGA cable plugged in and nothing would show up on the screen. I can't check exactly what the problem is because my case didn't come with a built in speaker.

I think that the problem might be the fact that when I put my CPU into the new motherboard I wasn't able to put the small lever down on the CPU as the fan was blocking the way. I can use the fan levers but not the main CPU one. Could this be why it isn't working?

Solution
The drivers for your graphics card should be what you need to install. The disc that ships with most graphics cards is usually outdated, but enough to get you going.

It's recommended you go to NVIDIA's or AMD's website and download the newest drivers for your graphics card.

If you are running Windows 10, the drivers will likely install themselves, given enough time, or you could go into Windows Update and manually check for updates.

I would say Yes!!

Only when this lever is all the way clicked down, is the CPU properly 'seated'.

To my thinking, your PC won'T even detect your CPU.

That's your 1st problem! Fix that and everything else will probably work.

You didn't need to get a new motherboard as no current single GPU graphics card will saturate the bandwidth of a x16 PCIe 2.0 lane, but that's besides the point.

You're going to need to take the heatsink off and lock the CPU in place with the level. It definitely could be the issue.

I have removed the heatsink and managed to get the lever over! My pc turns on now and doesn't blink.
Unfortunately nothing is being displayed on my monitor. Any suggestions?

I have tried using the GPU ports and the motherboard ports. Whilst using the GPU ports the monitor turned on but didn't show the GPU in device manager so I tried restarting my PC and going into the Bios, however, once again nothing will show up on my monitor. The monitor displayed stuff the first time after I tried a method where I hold the power button for 30 seconds after unplugging my computer.

Nope, it just cuts to 'no signal'. When I managed to get the monitor to display somehow, my hdmi was plugged into the GPU, but on my monitor it said I'd plugged in a DVI. Could this mean that it might work if I plugged a DVI cable in?
 
You mention that your system came up on the monitor when you plugged into the GPU ports, but didn't show the GPU in Device Manager.

Did you install the drivers for the GPU, or just assume Windows would do that for you? You may have to install them manually before it shows up in Device Manager.

If anything at all comes up on your monitor when you are plugged into your GPU outputs, it's 2D graphics portion is working fine.

I didn't have the drivers pre installed, I'll try getting the monitor to display my computer again and install the drivers for my motherboard and GPU from there. Thanks for all of your replies btw, I really appreciate it.
