Burning smell from psu, then computer powered down. Psu continues to operate.

I need help diagnosing this. This happened one time prior and yet the computer restarted fine afterward. My son told me this after the fact. The second time the computer no longer booted up afterward. I've removed the video card and used the on-board video and that didn't work. I've removed and flip-flopped the RAMs with no success. I torn down the computer completely and removed all the dust and inspected the mother board for burns or melted solders and could not find any. So even though the power supply seems to still operate I went with the theory that it's not operating at a capacity to run the computer. I just installed a new psu and the computer still won't boot. The burning smell from the psu seemed to be a homerun but replacing it didn't fix the problem. Did it likely burn out the motherboard and why does it seem to still function?

Modern PSU's shut down if theres an issue (short, too hot etc) generally preventing damage. Ensure that your PSU has a fair bit of headroom to run your system (Don't put a 300w PSU in a PC that needs 290w!). You can reset the supply (Look up how to do it as it varies from manufacturer to manufacturer!) which might work, is everything plugged in correctly? Can you tell me what PSU it is?

It's an Ultra ULT-V600DR. It's 600w and the system is nothing fancy. It's been in service for almost 10yrs. lol

Should I pitch the old power supply? If the new power supply didn't get the computer running does that mean the mother board is dead? Is the processor dead in that scenario too? I'm wondering if it's worth fixing and if not what is salvageable.
