Red Boot Light on Motherboard - my first build!

Hi all. This is my first ever build and I'm a total noob when it comes to computers so I know very little. As a result of this a red boot_device_LED has totally bemused me because I have no idea what could be wrong or what can fix it. I'll try and explain what's going on in as much depth as I can:
When the computer is fired up, first a red RAM light appears but then disappears, followed immediately by the VGA light lighting and then going off, with the boot_device_LED appearing afterwards. When I plug out the CPU power supply, none of these LEDs come on, but the fans don't spin. Is this normal or is there a problem with the CPU/power supply?

My specs are:
ASUS Z170-A motherboard
15 6600K processor
Corsair H55 cooler
Corsair Vengeance 2x8GB DDR4 RAM
Palit GEFORCE GTX 1060 graphics card
Corsair CX600W power supply
Seagate 1TB hard drive
Samsung 120GB SSD

My case is a phanteks P400 too if that helps

Solution
Press the "del" key when you start the PC to boot into the BIOS, that is all you can do because you don't have the OS yet.
Check the manual, those LED are for the MB testing the components during the PSOT.

No operating system as of yet but I intend to use Windows 10 - unless Windows 7 in your experience is a better bet?
