MSI Nvidia Geforce GTX 660Ti Fan starts and stops

Hey guys, I'm new here. Been having this issue with my graphics card the last couple of days, but before I go on, here's a list of my PC Specs.

MSI Z170 Gaming M7 + Core i7 6700K CPU + HyperX 16GB DDR4 3200MHz + Corsair H100i Liquid Cooler + MSI Nvidia Geforce GTX 660 TI Twin Frozr 2GB.

Now I noticed one of the two fans weren't working, unless I open up Afterburner and push the fan speed manually to anything above 85. Suddenly the dead fan would spring to life. The fan also comes back for a few seconds when I reboot but then dies. However, when I did this last night, the PSU (Coolermaster 650w) said goodbye (I'm assuming because I left the computer running with both GPU fans at 100%), and I had to fork out cash for another PSU. Now with the new PSU (EVGA Supernova NEX650G) I'm scared to be running the fans at 100% again in case this PSU fries as well.

I've cleaned out the heat sink and fans as best I can without dismantling the whole thing.

Anyone have any suggestions on what to do? Does my GPU need to be replaced? Can I fix this fan? Thanks in advance!
