Confused about graphics card

I am planning to buy an AMD Radeon R7 250. Is this card enough to play games like GTA 5? Or is there a better card to go for in the same price?

Unfortunately there isn't a card in that price range that will give you an enjoyable experience in GTA V

Go with GTX 750ti. Not your best option playing gta V on low. What is your processor?

How much is a R9 280, 280x, 380, or 380x?
Those are probably the best economy cards right now, will vastly outperform a 750ti, but depending on your market they may be out of reach price wise.

Could maybe stretch it to 100.
One other thing. Does the 250 require an external pcie connector?
