GTA 5 V Battelfield 4 - i5 3470 and gtx 960 very bad perfomance

I have a pc with this specifications:
- i5 3470;
- gtx960;
- ecs z77h2-a3;
- 8GB RAM;
- game on HDD;
- windows on SSD.

The problem is that I have a stupid drops FPS, like I'm playing on the CPU kind of Pentium or something else, really bad perfomance. I dunno how to solve it, I'm getting very unstable FPS on any map in the game, for example: Shanghai - about 30-50 fps in the corner of the map without skyscraper disctruction (omg, never mind what kind is settings up: medium/high/ultra, this drops are chasing me every 20-30 seconds of gameplay).

Any suggestions? Maybe anyone knows how to fix it?

Okay, I hope you understand me right, I'm sorry, cause my native language is russian, and my english is nearly medium level (troubles with articles, past perfect and etc.), I'm trying to learn it by self-education, you know, but it's hard, if you live in russian society and speak in russian only everyday :D

I suggest running 3rd party overlay program as you play a game to monitor GPU and CPU usage. I think you may one falling behind another. You should see GPU 99-100% usage and not the other way around.

Your rig seems fine, are you encountering anything similar in other games?
It might be one of the following:
1) High temperatures (either on CPU or GPU) caused by bad CPU cooler or dust on your HW - what was the last time you opened your case and cleaned everything up?
2) How full are your storage drives? If they are near to full, try making some free space (at least 25% on both).
3) Isn't your PC software bloated? By saying this I mean if you don't have shit loads of software and apps you don't even use. Maybe consider a fresh install of windows if you haven't done one in more than 1 year and half.

If your problem isn't one of those I listed above, try running some HW Monitoring software while playing the game and check if everything is okay (If RAM/CPU usage isn't at 100% or closely to that)

I think I have the same troubles in GTA V and BF3, seems like CPU goes crazy.
1) CPU's temprature is about 55-62 C, GPU - ~70 C, I have a 3 good coolers in my PC.
2) Yeah, HDD and SSD are nearly 30%,
3) It is not. But I'm using msi afterberner with rivatuner (monitoring software). And I think, this software (riva) only may have an impact on the perfomance.

RAM usage is near 7 GB.

I always used RivaTuner for monitoring, and so I decided to turn off it aaaaaaaand...games work perfectly! BF4, BF3 no more freezing and shuttering!

You running windows 7 or 10? Load all the newest updates and drivers for the games? I have a pretty solid system and I experience some Lower FPS also. It depends alot on the servers I connect too from what I experience.

Windows 10. Yes, loaded yet. Lags happend in singlplayer too.
