Can't Read from the source file or disk

Why is this happening when I move files. It is happening when I have an HDD (Internal, not Boot Drive) to an External Drive.

So you can write from the external drive but not to it?
If this is the case, my suggestion would be to back up all the data stored on it.

After that, you can simply repartition and reformat it through Disk Management. In case the issue persists, you can test it with some of these: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility
You can actually test all your drives. :)

Trying something simple as just attaching the drive with a different cable to another port or computer may be a good idea as well.

All cables and connections correct and snug on the source drive?

Can you write to the source drive? Can you copy files (versus move) from the source drive?

What drive letters are you seeing on all of the drives?

Did you run any drive diagnostics on the source drive?

I am pretty sure that the External Disk is the one with the problem. I tried to copy and paste the file, nothing happened. I have also tried to do the chkdsk cmd on all of the drives as well as the scan that is found in the properties section of the drive. I don't know what seems to be the problem.
I can write FROM the disk but I can't write to the disk.
