Will Core 2100 3.1 GHz bottleneck the GTX 950?

So I'm thinking of buying the MSI GeForce GTX 950 GAMING 2GB GDDR5 and I have the Intel Core i3 2100-3.1Ghz.Will it bottleneck this GPU? If yes, by how much performance and would it be better to buy the 750 Ti Gigabyte 2GB (speaking on the same CPU) I also habe a 400 Watt PSU so I guess that's good.

There are a lot of misconceptions about how CPUs bottleneck video cards, when in truth they really don't. Rather, your CPU can provide you a certain framerate in games, and regardless of what video card you have, you can't ever exceed that. Whatever your current card is delivering in games with lowest settings, you can expect to get that same framerate with a better video card using higher graphical settings.

hello guys i know that this is very late as this post is in 2016 but can i know if a gtx 950 zotac oc is better for a i3-2100 3.1 ghz 2c/4t or should i get a gtx 750 ti or a gtx 660 ti or get a rx 570

choices of gpu:
  1. Zotac gtx 950 oc
  2. Msi gtx 750 ti
3.Gtx 660 1.5 oem
4. Msi twin frozr gtx 660 ti oc edition
5.Red devil rx 570 4gb
6.Msi HD 7870 Twin Frozr 2 gb
