RAM latency speeds (mhz)

At a cheaper price, is a downspeeded 2800mhz ram (to 2133mhz) due to the motherboard any different to a 2133mhz RAM

for reference these are the two RAM I am considering:
G.SKILL Ripjaws V Series F4-2800C17S-8GVR DDR4 2800MHz 8GB Ram (1x8GB) $40
Kingston HyperX Fury HX421C14FBK2/8 DDR4 2133MHz 8GB Kit (2x4GB) $44.5

This may be a stupid question and if it is, I apologize in advance :p

Well, if you're going to put that ram on a locked CPU system, it will work @ 2133Mhz, no matters which one you select.

Which is your whole system?

Thanks for the answer but I wanna ask that if my motherboard has two RAM slots, then if I buy the single stick RAM can I upgrade in the future by buying the same stick of RAM (making it 16gb in total)?
 

You are not guaranteed to work.
It is better to buy 16gb up front.

Ram is sold in kits for a reason.
A motherboard must manage all the ram using the same specs of voltage, cas and speed.
Ram from the same vendor and part number can be made up of differing manufacturing components over time.
Some motherboards can be very sensitive to this.
That is why ram vendors will NOT support ram that is not bought in one kit.
It is safer to get what you need in one kit.
But, it is a bit more expensive because of the added matching of all the sticks to insure compatibility.
