Gpu fan, Cpu fan, and case fan all came on for a second but power supply fan wouldn't turn

Hi my buddy got a Alienware x51 from his cousin a while back and the graphics card was extremely outdated so we decided to put the motherboard into a new case and I gave him my old r9 270x. We took the Alienware motherboard and put it into a new case that could fit the graphics card and got a new power supply. We hooked everything up except the hard drive because Alienware uses a different type of SATA wire and we didn't have a normal one. We turned on the computer but the power supply fan wasn't working. The CPU fan and the GPU fan were both on but the power supply one just kept like trying to start but getting stuck somehow so we turned it off. We made sure there was nothing blocking it and tried to start it again but this time nothing would turn on.

I'm just trying to figure out if the motherboard somehow got fried or if the power supply was faulty. I have been looking for any info but haven't found anything that really helps
