My CPU is an i7 4770. Cooled by a hyper 212 evo and Unick thermal paste. The idle temperature ranges from 45-48 degrees. I feel that's too high especially since it's a non k version.

Solution
Idle temperature is irrelevant. What is it under the types of loads you typically run on your PC?

Be aware that it won't throttle until 100c, and won't shut down to protect itself until 130c. It's not a good idea to run it at throttling temperatures, but 80-85c is not going to hurt it even over extended periods. You can't compare Intel and AMD CPU temperatures, because they're measured differently and don't correlate.
