OK so here's the deal I've had this problem for over 2 weeks now and it's getting very annoying because i'm a gamer so of course i like to play games on this particular PC but recently its been getting weird lag spikes in every single game i play I've researched about this problem and they all mention a thing called AMD Quick Stream which isn't the issue because i don't have it installed on my computer, when i go to the properties of my network it says the speed is 54 MB but for some odd reason i keep getting this lag and example would be, when i'm playing Garry's mod i would go into a game mode and every couple of seconds people stop moving but i still continue moving and when that little bit of time of people frozen in place i get lagged back to my previous location, i check my in game Ping/Latency and at the time of the lag it's always under 100. now i also own a PlayStation 4 but all the things that i explained here do not affect my PlayStation which i find very odd, I've restart my router and PC many many many times and still no improvements. please help this is getting very frustrating i need an answer ASAP! thanks

Can you think of or otherwise remember any network or computer related changes from "over 2 weeks now"?

Have you tried "ipconfig /flushdns" via the command prompt?

If it is only the PC being affected then try replacing the ethernet cable with a known working cable.

You should also check any other physical connections between the PC and the router (wall jacks, patch panels, hubs, access points, etc.)

Are you using the motherboard's build in ethernet port or a PCI-x ethernet card? Try the other. Make sure the PCI-x card is properly seated.

Then, if the problem continues reinstall the applicable driver(s). Download from the ethernet card's manufacturer.
