Are FPS drops due to CPU or GPU?

Hi guys, just trying to plan my next upgrade path.

In games like The Division when I'm looking at or near smoke/fire I get a significant FPS drop and wondered if it's down to the GPU or CPU (physics?)?

Unsure whether to look at upgrading my CPU or GPU at this time!

Solution
If you have an i7-4770K and GTX980Ti, then I think upgrading would be a waste of money.

Your FPS difference is probably under 20% if you upgraded to a GTX1080 (compared to the MSI Lightning 980Ti).

That would mean if you dropped to say 20FPS then upgrading might get you 24FPS now.

Other:
a) Tweaking can go a long way to reduce this
b) It's not clear how often this is, but most games have dips like this
c) GSYNC monitors handle scenarios like this much better. I'm not saying get one if you don't have one, but maybe think about it for the future.

d) If you use VSYNC, then I suggest forcing on Adaptive VSYNC instead.
- this will turn VSYNC OFF and ON automatically. For example, if you drop below 60FPS (60Hz monitor) VSYNC is now OFF.
- VSYNC is turned OFF to avoid STUTTER due to missed frames
- if using this you should TWEAK settings for the best experience that results in only rare drops below 60FPS. It's a good compromise for some games.
