A few times per day my internet goes of and it won't go back unless i restart my modem repeatedly or restart it after a few minutes. When i go on google it says DNS servers could not be found, and if i go into my routers page it says "connecting..." till internet is coming back. I even restarted my OS and it still doesn't work. And if i plug my ethernet cable in my pc it says error 651 when i connect PPoE and pu everything in.

First contact your ISP and see what they can find from their end. May take a few calls so be sure to keep a record of the calls you make.

Call as soon as you see that connectivity is lost. Look for patterns in the loss of service. Certain times of the day, when it rains, gets hot, and so forth.

You can also start checking all of your wiring, connections, splitters, etc. and look for signs of damage, bare metal showing through insulation, rodent chews, moisture, corrosion, hard bends, nails or staples through the cable. Any sort of damage or degradation. Make sure all connections are tight and snug.

Replace any cables that you can with known working cables. Does not take much for a cable/plug to degrade and cause problems.
