i7-6700k temps jumping from 60-78

My i7-6700k is/has been OC to 4.5ghz safely and tested with prime95.

While playing overwatch on everything max, without streaming using OBS, im a solid 55-61 degrees. The second I start streaming, the temp will say 62degrees then instantly jump to 78 for a second then maybe to 68 back up to 72 etc etc, it is sporadic every second or two. Is that too high of a margin?

Im also drawing a blank but I don't believe in the past they have ever been that high with the same setup, this started today. Could my thermal paste be going bad? I have a H110i GT, this whole build is 2 weeks old now. I have tested using HWinfo, coretemp, and realtemp, all show the same margin and jumpyness. All the while the CPU usage never goes above 60%, usually stays around 45-50%.

I feel like something may be wrong, anyone have any suggestions?

EDIT: Just retested with Prime95, my core temps never went above 80C with current 4.5ghz OC, and that is with 100% CPU load, so back to the question of why with 60% or less is it jumping up to high 70s

Next EDIT: Went back to 100% stock everything with my CPU/BIOS(clock etc etc), now while running the same programs,(overwatch on max, OBS while streaming to twitch, and chrome with same windows) I am never passing 50c on any core or in AI suite 3, no matter the temp program I use. I also tested using Prime95 Small FF test. every core sat around 70-72 average on 100% stock everything. I feel as though this may be high for stock?

My specs are i7-6700k, ASUS z170-a mobo, ASUS ROG strix 1070 oc edition gpu, I use 2x SP140 fans on my h110i gt cpu cooler, 1x 140AF fan as exhaust, and 3x AF120 fans as intake in a corsair air 540 case.

The jumps in temperature are not abnormal, those spikes probably come from the encoder (streaming).

The temperatures at stock do seem high, but is the CPU voltage on adaptive in the BIOS? What if you set it to offset, 1.2V with an offset of +0.025V?

Adaptive voltages on most motherboards are on the high side to ensure stability, but it does make the CPU run hot.
