set fan speed to silent but fans keep spinning loud

So i just bought a new CPU cooler ( LEPA Aquachanger 240 ) I love it buy the fans are really loud. I went in my BIOS and set the fan speed to silent and they are still going to 2500 RPM. I tried looking for fixes and all but i couldn't find anything. Please help !

MOBO: Gigabyte B85M-HD3 R4
CPU Cooler: Lepa Aquachanger 240
GPU: GTX 970
CPU: i5-4460

Did you plug the fans into a 3-pin connector on your motherboard or a 4-pin connector? If you plugged them into a 3-pin connector you can't control your speed because they need the 4th pin for PWM, which allows you to control speed. 3-pin connectors run 12v constantly
