Well the i5 600k is around 37% faster. But if you upgraded it you would also need new ram as z170 uses ddr4.
The gtx 1060 is about 50% better then you current gpu. And the rx 480 is around 34% better.
If it was me id go with a 6600k an z170 board. Its hard choice really.

One common rule is to bump the GPU up by at least 3 categories from here: http://www.tomshardware.com/reviews/gpu-hierarchy,4388.html

With an R9 380 as your current GPU, this means that you would be looking at a GTX 1070. A 380 -> 480 upgrade isn't worth it IMO unless you can sell the 380 for a good chunk of the 480's cost.

Depends on what you find to be the slowest part of the machine currently. The CPU will speed up everything while the GPU only speeds up games and may still introduce microstutters because of the CPU.

As far as budget goes, do try to consider what 380s go for used. You should get around $150, which makes the RX 480 cost somewhere around $70 once you factor in eBay's cut.
