Mouse Scrolling Functions in BIOS - Not in Windows

Hey everybody, so I have an issue I stumbled upon. I built a brand new computer. I was able to access the BIOS fine. The mouse scroll wheel worked fine. Everything was great. So, I decided to install Windows 7 and after the installation was when the issues started. So, as soon as I booted up, I decided to install my game client Steam for my games. I installed my games and started playing. I opened 'Counter Strike: Global Offensive' and was greeted with beautiful graphics. One issue, the mouse scroll wheel was not functioning which meant I could not switch weapons. I was rendered useless. I decided to google it, of course I was not able to scroll down and see more results. I have to either use the bar on the side or the arrow keys.

I have tried other methods such as going to mouse settings and mouse wheel settings, the issue? There was no options to change, it just brought me to options. I was utterly confused. So, I tried safe mode, nothing. I tried clean booting, nothing. I tried basically most methods on the internet I could find. For now, I am forced to do things that I am not used to, due to the mouse scroll wheel not functioning. For your information, I have tried three other mice, and all of them could not scroll so I tried to plug it into my laptop. Scrolling worked. I tried other Universal Serial Bus ports, and still nothing worked.

My specs are as follows:

Intel Core i7 - 6700 @ 3.4 Gigahertz
GTX 970
16 Gigabytes of Random Access Memory

If I could get a fix, it would be appreciated.

Well, I see change [insert name here]. Clicking on it, all I get is this weird hardware information. No customize. I mean I can switch primary and secondary buttons, but thats it. No other options.
