Why is my Gpu usage so low?

ok so I have 2 (980ti) cards in sli and my cpu is a i7 6930k. in a game like csgo my gpu usage is only about 10% - 15% on each card but I only get 15 to 45 fps. I also only play in 1080p. PLZ HELP!!

are you connecting your monitor to one of your GPUs or to your motherboard?

1. GPU -> Adaptive -> Prefer Maximum Performance
2. if this issue is only on CS:GO
type following in console:

rate "128000"
cl_cmdrate "128"
cl_updaterate "128"
fps_max "145"
