good graphics card for csgo and some new games

I have this right now in my pc:

-AMD CPU Phenom II X4 955 3.2 GHz Black Edition Box (AM3)

-2xKingston DDR3 2Gb 1333MHz PC3-10600

-Seagate hard disk Sata2 500Gb 7200 rpm

-XFX Video PCIE HD5670 1024mb DDR3

-Asus M/B Base AMD M4N68T-M LE V2 A/L/V (AM3)

-case CoolerMaster ATX Centurion 5 II

-Spektra power source 650w / 12cm

I can't play csgo normally because sometimes fps drops below 40 in low settings.
I would like to get over 100 fps and be able to play some new games like fallout 4 in low settings or normal.

I was thinking in getting this 8gb ram:

should that be enough?? should I get an r7 or r9 graphics card instead?? will that card be compatible with the motherboard??

Intel HD graphics runs CS:GO at good FPS on low settings. It's a very optimized game. If you're willing to spring an RX 480 is THE BEST bang for the buck at $200, which is $70 higher than that but it gives A LOT more performance and will last A LOT longer than that card in terms of future proofing. That card will run CS:GO however without an issue. Also getting more ram at least to 8gb will make life better all around, not just in games but anything in windows will benefit.

Edit: A budget would help immensely for the best things to get in order to upgrade your pc.
