I would really recommend saving a little more and getting a GTX 1060, the performance difference will be ~15% more FPS in most games. However, if you're insisting on buying a card now, get the RX 480 4GB as Dillon said.

Not with the 470 you won't. Seriously, it's worth spending as much as your budget allows on your GPU, it's the most important part of a gaming PC.

I just switched my R9 270x for a Sapphire RX 470 Nitro 4GB and I doubled my FPS in most of my games, Witcher 3 is running much so much better now :)
I didn't want to go for the 480 because the 470 is almost as good, but it draws less power, less heat, and 4GB is enough for my display (1920x1200), so no need for 8GB.
Really happy with my choice. I thought about the 1060, but the fact that the RX is already fully DX12 compatible, it's a safe bet for the future. Not saying that the 1060 is a bad card though, it was a tough call.

This is useful http://www.tomshardware.co.uk/amd-radeon-rx-470,review-33625-4.html

Id recommend getting the most powerful card your budget allows. As you mentioned GTA5, its the first benchmark in that link. The 1060 is a clear winner by a good margin, then 480, then 470.

Not sure what LeKeiser is on about but the 1060 fully supports DX12. I have read a couple of reviews now that expect DX12 performance on the Nvidia 10xx series to materially improve claiming NVidia focused on DX11 support in the early drivers as that's what 99.9% of modern games use. It's also entirely possible though the RX4xx series will see improvements too as drivers mature. All you can do is base your decision on numbers out today and not what may or may not happen in the future. If you do that your decision should be fairly easy and budget led.

It does, but the AMD RX have, it seems, better support. DX12 runs better on those cards. Also, Vulkan is to consider a great deal.

That article predates the 1060, I still don't know what your on about. There was a really good thread here, think it was last week but it showed the 480 and 1060 were about 2% apart when you look a all DX12 games currently available and don't cherry pick the ones either card performs better on.

All I am saying is DX12 does not differentiate the 2 cards at the moment, both are equally good. In DX11 the 1060 is the leader but it costs more (would not buy the 3gb version). I just would not use DX12 as a deciding factor as they are basically equal and either side may pull ahead as drivers improve.

AMD drivers are better now, especially with DX12 games and again with Vulkan. DX12 should be taken into consideration, as it should replace DX11 with the next coming games. Normally.
I agree that the 1060 runs faster with DX11 games, but as long as you get more than 30/40 fps, why bother?
One last word about drivers, I prefer the Crimson to the GeForce ones. The GeForce ones are so intrusive, I don't mind sending some informations to the developpers to help them correct their drivers and make better ones, but NVidia really goes wayy too far. And they're not even as good as they were before.
