CPU Fan Speed Error message on boot?

(To clarify, I can't get into my OS)
I just bought a new case, RAM, and GPUs and moved them to my new case and when I booted it up. Everything turned on but my PC didn't boot at all. I cleared the CMOS battery and when I rebooted I got an error message stating "CPU Fan Speed Error" it asks me to check it my Cooler is connected in my fan header when it is and EVERYTHING is connected correctly and tightly as I checked multiple times to be sure but I keep getting this message. When I press F1 to go into the bios and I look at my CPU's temperature it's at 83C. I don't know what to do, my fans light up and spin and my cooler turns on and everything in my build lights up. I don't know what to do as I have no idea how to fix this problem as my CPU cooler was working fine before today in my old case and when I moved it to my new case, now there's a problem. I also changed my RAM and GPU but I'm sure that is not connected to the issue. If you have any ideas or fixed please tell me.
