Stuttering/hitching graphics, FPS tanking w/ certain effects

I've had this problem for about a month now, primarily in World of Warcraft, but also in Bioshock Infinite. In Warcraft the most frustrating change is the hitching as the game loads new windows or new scenery. Instead of a smooth change in FPS it jolts momentarily and it does it frequently enough to be jarring. On top of this, certain effects in game such as lighting, fire, and smoke will cause FPS to tank, usually under 30. I've also experienced the same issue in Bioshock Infinite mainly with lighting on walls and highlighted corpses. And it's not as if the graphics card can't handle it, either. One last notable problem is, in WoW, I've noticed a few naked textures around - as in a blank grey colouring. I haven't been playing many other games so I'm not sure if this is only a WoW issue, but I've been playing for ~10 years and I've never seen anything like it, or experienced anything like hitching issue.

If you are playing those games, off of an HDD, you may want to try to defrag. The blank grey things I have seen from slow loading. More so since 7.0 came out. Check for any malware also, with malwarebytes. Make sure drivers are up to date as well. What is the make/model, of your power supply?

Just checked Arkham City with preset crappy graphics - should be totally smooth - and I'm getting the stuttering there, too. On a side note, possibly not at all relevant, my PC although only a year old makes a loud angry fan-like noise for a minute every time I turn it on.

That's bolth CPU and gpu temp and yea you shouldn't be having any problems with that that build... And 85 is ok temp I run 2x the top card is 83-86 and the bottom is 76 range. Does it all ways have the artifacts or after a little bit of playing

Just got home and tried wow. The CPU was 50c 19% and gpu was 83c 88-97% and 74c 90-96% seems to run smoothly. so it's probably not drivers but my CPU is 5930k so the usage will be a bit different for the CPU and games don't use the CPU bulk cores well yet

O I'm using default settings with 5760x1080
