CPU Over Voltage Error

I recently got a CPU Over Voltage Error after I installed a graphics card. The PC was working before installing the graphics card. In fact, I just shut down the PC minutes before I installed it. Now, I get this error even when the graphics card is removed.

Note: the CPU is not overclocked.

Here are the things I did to troubleshoot so far:
- Reseat RAM and graphics card
- Replacing the CMOS battery
- Update BIOS to latest version

CPU: Intel Core i5-4590
RAM: Corsair Vengeance 1600MHz DDR3 4GB (x2)
GPU: Gigabyte GeForce GTX 770 4GB
PSU: Corsair CX750M 750W
MOBO: ASUS B85M-G
 
Solution
PSU looks fine from here. It's giving the motherboard 12 volts like it's supposed to - and the motherboard stepping that down to 4 instead of 1.8. The motherboard is what you need to replace.

I found out that when I exit the BIOS it boots to Windows normally. But when I restart the PC the same error appears. I tried stress testing my CPU using prime95 the system looks fine.

Now, the only way I can get past the CPU over voltage error is to exit the BIOS.

Vcore is not the issue, Vccin is. This is the 1.8Xv line that the CPU uses to give itself core voltage / uncore voltage/ system agent voltage / etc. /et. al.

What does AIDA64 say, as HWMonitor sometimes misnames these values?

CPUs have been damaged by Vccin above 2V, and even people running liquid nitrogen don't go above 2.8V.

If your CPU is still alive a month from now, it's most likely a sensor. I would try to get the motherboard replaced, because if it really is feeding your CPU FIVR 4V, you're going to be out ~$200. It's up to you to decide whether or not you want to take that chance.

OK I'll try to contact Asus if I can still get warranty for my motherboard. If not I'll just get a new one.

I just do hope replacing the motherboard would fix this and that it isn't the power supply.

I have a question about the CPU voltage. Does the CPU burn out immediately at 4 volts?

I want to know if it was the sensor on the motherboard that's broken or the power supply because I do not have a second power supply to test with.
