AMD Radeon HD 5770 Overheats constantly, no matter what I do

It's a very curious problem, I can play an old game from the 90s, even a 2D one, or I can play a modern game with graphics settings at maximum, and the same thing happens. It takes longer with lower-performance software, of course, but the card will just steadily heat up without stopping until it reaches 100+ degrees and cuts out, forcing me to reboot.

The only "solution" I have found is to underclock the card to minimum settings using Afterburner. Now it just steadily heats up until it reaches ~95 degrees and then gets slower and slower as it tries to stop heating up.

I have tried:
- Reinstalling the drivers (many times)
- Trying different drivers (many different drivers)
- Reinstalling the OS (twice)
- De-dusting the card (At least three times)
- Reapplying thermal paste
- Probably some other things I have since forgotten

The only other thing I've noticed is that the problem is not nearly as bad with 64-bit software, though, obviously, 64-bit games are few and far-between.

Anyone seen this behaviour before and can shed light on it?

I would have looked at case airflow next. The fact you say it is warming up is exactly what happens when little/no cooling is active.

If your fully confident you've done a good job on the thermal paste I'm out of ideas. Sorry man

Yes, they are, the one on the card has always made a lot of noise also.
I've tried a custom profile, made no difference.

Cheap and nasty Dell stuff, wouldn't be surprised if it was at least part of the issue.

Ambient room temp at this time of year is ~20 degrees Celsius.

Running with the case open has no effect I'm afraid. I've even tried opening it and using desk fans to provide extra airflow, but it didn't help.
 
So much for the easy fix. I guess first thing now is to verify those temps to rule out a faulty temp sensor. Shut down and let it cool off completely, maybe with that desk fan pointed at it, then check temps immediately after booting. It's unlikely, but happens once in a while.

If the temps look accurate, and the fan really is speeding up as the card warms and hitting the appropriate rpm's (should be able to hear the tone change) it's probably the paste/heat sink contact, which you already redid. If it were me, I'd probably try redoing it again. Rubbing alcohol, double and triple check the seating etc.

If that doesn't do it, I'm kinda out of ideas other than replacing the cooler entirely.

I've already checked and checked again with different monitors, drivers, operating systems, you name it. I've had this problem for a while. I'm pretty sure there is no easy fix, but it is strange behaviour, I just wanted to see if anyone had had anything similar.
