A required privilege ERROR MESSAGE PROBLEM

I CONSISTENTLY receive the message "A required privilege is not held by the client" when installing new programs, or by clicking on anything that has been updated. This only happens in NORMAL MODE. NEVER in Safe mode. I am running Windows 7 Home Premium on an Acer Aspire 7741 laptop. I have tried almost every thing including changing permissions, clean boot, adding the "authentic" administrator", and almost everything else you can think of. PLEASE advise.

Dear sir, I have Windows 7 HOME PREMIUM. I cannot access SECPOL.MSC !!! Is there a way to perform the action through REGEDIT, or possibly through a COMMAND LINE, etc. ?????



 
Press Windows Key.
Type “RegEdit” in the Search Box.
Open it from the Search Results.
Expand “Computer” from the left hand side tree control.
Right click “HKEY_CLASSES_ROOT” Registry hive and select “Permissions”.
In the new dialog provide read, special permissions and full control.
Click Apply.
Provide required permissions to following Registry hives through the same method:
HKEY_CURRENT_USER, HKEY_LOCAL_MACHINE, HKEY_USERS and HKEY_CURRENT_CONFIG
Close Registry Editor.

I tried to send a pic, but there seems to be no facility for doing that.
SO, after I right Click the hive(s) WHICH ITEM(S) do I give permissions to????
1. CREATOR OWNER
2. SYSTEM
3. ADMINISTRATORS
4. USERS

OR ALL OF THE ABOVE ???????
