setup network in small print agency

i did read this article but i think my question is different : setting-computer-network

we have small print agency with following hard wares :
4 pc
4 printers
1 plotter
and for network we have :
internet connection that need to be shared
1 router with 4 input
1 switcher
and cat 5e cable for connection

i need help to get best performance in my office for file sharing (copying speed between pcs are really important for us) and printing performance and file storing

do i need change cables (to cat6) or its good enough for my office ?
which os is best to be installed on pcs ?

currently pcs connected to router and switcher with static ip , is there any better way for connect them ?

What you have likely will be fine. You could consider a switch that has gig ports if you do not already have it but it really depends on how much data you transfer. Cat6 buys you no advantage over cat5e both will run 1g.

With only 4 pc you can likely just use the file sharing built into windows, it is very costly to put a server in and with few pc it likely will not get you much.
