I have recently just built a new computer I have a gigabyte Z170 ultra motherboard and I'm confident everything is installed correctly in terms of hardware but I know need to install a OS so i recently bought a Windows 7profesional disc and received a dell reinstallation disc which I was assured would work on a new build but my dvd drive dosent work with it. It tries to read the disc for a good 30 seconds but I'm still stuck on the insert boot media screen. I have tried the disc in my laptop and it loaded fine so the disc isn't damaged in any way. Meanwhile my dvd drive is a good 3 years old now so I'm just checking to clarify wether or not there could be any other problems that may cause this, it's also worth noting that the DVD drive is on boot priority in the bios. Also what would the easiest and most cost effective way of getting around this be ??

Yep, I agree sounds like you got ripped off. I would contact the seller and ask for an actual disk and key.

Incidentally if it was a full out dell disc it may not even install even if it did work, as they are often preconfigured with drivers etc.

Return it and buy from a reputable source.

Guessing you bought it from a 'discount' site? If so you got scammed. A Dell reinstallation disk is only going to work on the Dell it was intended for. Buy a retail copy of Windows from a legit source. Preferably Windows 10 with Z170 and Skylake.
