What is the best (budget) cooler for i5 4690k?

I have i5 4690k, in summer time the average temp stays at above 55 celsius most of the time (part of it is because my room is a little hot and doesn't have AC) and it's not even at full load at all.

I'm looking for a "best bang for a buck" CPU cooler (less than $30). I don't plan on doing intense over-clocking, mostly run at stock, even if I did it would be very light OC.

Having researched, I'm leaning towards the CM 212 EVO however there's cheaper option such Hyper 4 or TX3. I was wondering if the performance difference between them is worth a couple dollars gap?

If anyone has used one of them and could give me some feedback/advice that'd be appreciated.

honestly, get either the 212 eVO or Raijintek Aidos.
the 212 evo is big and loud, not as efficient
the Aidos is small and a little noisy, cools just as good as a 212 EVO.
TX3 and T4 are a little trashy, as the 212 evo beats then anyways
and if you can stand another 5 bucks over, the Cryorig H5 is your best bet. its noticeably better than 212 eVO and MUCH quieter

however those temps are not to worry about
