700$ gaming pc cant handle games. HELP!

There's definitely a lot of things I would change with this build, but is it too late to return it? o_O
Also as mentioned above, make sure to install the Nvidia GeForce experience, as this will recognize your graphics card, install the latest drivers and optimize it.
